The Regulatory Reform (Fire Safety) Order 2005 for England and Wales includes common parts of houses in multiple occupation (HMOs) and common parts of blocks of flats (general needs and sheltered) and maisonettes. Under the Order, people responsible for these buildings, i.e. owner, landlord or housing provider are required to carry out a fire risk assessment covering all the common areas (i.e. areas shared by residents) of the premises, e.g. entrances, hallways, fire escapes and staircases.
